The C a r t e r e t County Board of Commissioners voted Sept. 15 to authorize submission of its annual grant applications to the North Carolina Department of Transportation and the Federal Transit Administration for the CCATS program for fiscal year 2027.
Patrick (last name not specified), who presented the transit packet to the board, described the usual set of requests: operations and administrative funding, funding for new vehicles, support for the Downeast Express and the Traveler’s Aid program. After a public hearing that produced no public comment, Vice Chairman Mansfield moved to approve the submission of grant applications for FTA/NCDOT grant programs 5310, 5311 and 5312 and Traveler’s Aid and to authorize the county manager to sign required documents; Commissioner Moore seconded the motion and the board voted by voice to approve it.
The motion did not include dollar amounts in the public presentation. Patrick said the grants cover operations, capital (vehicles), and traveler assistance; specific award amounts and final project lists will be set by NCDOT and FTA during grant review and award. The board’s action authorizes submittal of application materials and County Manager signature on necessary forms; it does not itself obligate county matching funds or final award acceptance beyond required application commitments.
The county presented the request as its routine annual grant package; no members of the public spoke during the hearing. The board recorded the vote as a voice vote with the chair noting “all in favor.”
