Marketfest: After investments at the Goat Hill Pavilion, Marketfest Wednesday nights will be held inside the pavilion through Oct. 8 to extend the season. Staff said the first two weeks at Goat Hill produced positive feedback but noted the absence of the full concert production normally staged at Marketfest Grounds.
ECC renovation: Staff reported that the second of four construction phases is nearing completion, including lobby infill, new bathrooms to support fitness spaces and a stair reconfiguration. A new elevator is scheduled for installation in the coming month. Staff estimated the multi‑phase project will continue into fall 2026.
ArtHouse and ArtBlock: The ArtHouse gallery had a successful opening as part of ArtBlock programming, and staff encouraged the public to visit and enroll in classes.
Goat Hill ice and seasonal rinks: Staff said ice‑in timing depends on weather and that Thanksgiving week remains the target for activating the chiller system, subject to temperature forecasts.
Teen programming: Recreation staff highlighted growth in teen programs, led by a recreation programmer who is engaging teens in planning and activities.
Accessibility grant: The city signed a joint powers agreement with Dakota County to receive a Communities for All grant (about $36,000) to fund accessibility improvements including an adult‑size changing table at the Northview building, sensory materials and communication boards and accessible swings at playgrounds.
Staff invited commissioners to request facility tours for mechanical systems at the Civic Arena, Cascade Bay pump house and fire stations.
