Commission reviews 2026–2030 parks capital plan; Northview tennis courts and Quarry Park shelter highlighted

Park and recreation staff reviewed the proposed 2026–2030 Capital Improvement Program (CIP) at the Sept. 15 meeting, focusing on priority projects for 2026 and the department’s funding approach.

Staff described the CIP as a rolling, adaptable five‑year plan tied to the master plan and other guiding documents. They emphasized that timing is often opportunistic — projects are sometimes advanced to align with school construction windows, grant opportunities or contractor availability.

A significant item for 2026 is the Northview tennis-complex replacement, coordinated with Independent School District 196 plans at Eagan High School and Dakota Ridge Middle School. Staff said the schools and city have used the same site for about 30 years and that school improvements scheduled for 2026 inspired the timing for court replacement. The proposal calls for the city to pay for design and engineering plus landscaping and up to eight courts’ lighting; the district would pay the construction cost for the courts. Vaughn estimated total project cost near $2,000,000 with roughly $400,000 the city’s responsibility for design, trees and lighting design, subject to final agreements and phasing.

Quarry Park’s shelter building is also listed for 2026. Staff said higher construction costs have prompted a reevaluation of whether to replace a single large shelter or provide new bathrooms and smaller shade structures and support facilities. “We’re probably gonna look at this 1 in a little bit greater detail, and try and figure out, do we need a building, or do we need bathrooms with some kind of additional support?” Vaughn said.

Playground replacements were scheduled across the five‑year plan to avoid large single‑year burdens; staff listed Walnut Hill and a smaller playground (referred to as Pear Dot Path) as likely 2026 projects. The CIP also includes funding for one or two maintenance support/storage buildings (to reduce equipment hauling and increase efficiency) and a line item for small projects (signage, minor repairs) sized at $125,000 for 2026.

On funding, staff outlined three revenue streams: park dedication (restricted to new‑park development), park development (tax-based funding from the general fund) and grants or other external funding. They said the city maintains a roughly $3–4 million buffer but cautioned that cost inflation reduces purchasing power. The Northview tennis project’s preliminary division of costs assigns roughly $400,000 to the city and the remainder to partners; staff said lighting installation might be sequenced later pending budget decisions.

Commissioners asked whether any of the listed items represented new park acquisitions. Staff replied most projects are replacements or improvements to existing assets and noted land acquisition for a new, large soccer complex is constrained by available parcels and cost. Commissioner Hassan asked specifically about soccer fields; staff said demand was considered in the master-plan engagement but that land availability and capital/operating cost make a major new soccer complex unlikely in the near term without an outside opportunity or funding source.

Staff said the CIP will be presented to the City Council at a joint meeting Oct. 14, where it will be refined in light of the new master plan and final budget decisions.
