The Plan Commission voted 7–0 to recommend rezoning a 1.4‑acre parcel on North Hastings Way from light industrial to R‑4 (multifamily), concluding that slope and access constraints make residential development a more practical option than industrial uses on the site.
Staff presenter Ryan Petrie said the parcel currently carries a light‑industrial zoning designation but the comprehensive plan shows the area as commercial and notes that commercially designated land can be appropriate for multifamily. Petrie said the site’s slope and lack of direct utilities on Hastings Way make industrial uses and truck access challenging.
An applicant representative identified as Erickson said the ownership group, led by owner Mr. Holland, has been working with the adjacent property owner to the west to secure utility access and easement documentation. The applicant told commissioners that vehicular access would likely come from the frontage road to the east and that the owner has resolved an access restriction from the state Department of Transportation in 2024.
Commissioner Holzman asked whether access would be taken from the frontage road; applicant representatives confirmed that frontage‑road access is anticipated and that utilities will be routed from the west. Staff said the rezoning request will be forwarded to City Council and that a final site plan will return for review once access and utility arrangements are finalized. The commission approved the recommendation unanimously.
