The Waukesha Board of Public Works approved a three-year on-call engineering and operations-support contract with Smith Group on Sept. 18 to help the city navigate forthcoming DNR permitting, a revised TMDL and return-flow coordination related to the Clean Water Plant.
Staff described the contract as hourly and as-needed rather than a guaranteed amount; they said the $117,444 figure represents the not-to-exceed cost if the city used the full contract. Staff said Smith Group will assist in permit negotiations, interpret the new Total Maximum Daily Load requirements expected from the Wisconsin DNR, and help coordinate return-flow work that overlaps with the water utility’s diversion permit responsibilities.
A motion to approve the contract was made, seconded and carried by unanimous vote. Staff said the firm would be used only when needed, for tasks such as negotiations with the DNR and technical support on permit terms.
