Staff said the project is a 2025 CIP maintenance item that focuses on sealing roof penetrations, flashing repairs and a small number of spot repairs rather than a full roof replacement. The work will also include sealing penetrations once a planned HVAC replacement moves air handlers to the roof under a separate CIP project.
Board members asked how the Omnia/Garland procurement works and whether Garland or Carlson receive fees or network payments; staff said Garland markets the scope to vetted local partners and that the selected local contractor has contractual arrangements within that network. The full roof replacement would be a much larger project and budget, staff said.
A board member moved to approve the contract for the base work and the listed alternate; the motion passed. Recorded votes read as yes from board members in the meeting record; the motion carried. Staff said budget savings from this project will be carried into next year’s budget for a larger roof project.
