Staff told the board Jacobs designed and provided construction services for the return-flow pump station at the Advanced Phosphorus Treatment Project and that occasional follow-up engineering support is common for large treatment systems. The $75,150 ceiling reflects an estimated average of about $20,000 per year, staff said, but the city will only pay for hours used and will return for a change order if additional funds are needed beyond the contract cap.
Board members asked whether Jacobs had previously been on call and whether the city could expect steady expenditures. Staff said the prior construction contract was complete and that an on-call services contract specifically for Jacobs had not existed; use will depend on troubleshooting and system needs. The board approved the contract. Recorded votes read as yes from Steve Cassins, Kevin Riley, Piper and two other members as recorded in the meeting; the motion carried.
