Committee approves $51,700 change order to complete Twentieth Avenue resurfacing after brick found under roadway

The Kenosha Finance Committee on Sept. 15 approved change order number 1 for project 25-1044 (Twentieth Avenue resurfacing) to address unexpected conditions encountered during work.
Public works staff explained that the contractor found brick beneath the existing roadway surface where the project had planned only a mill-and-resurface. Because brick does not mill and repave in the same way as a concrete base, the crew needed to reconstruct portions of the road. While the awarded contract remained within its overall awarded amount, the distribution of costs crossed funding lines: the stormwater budget had surplus funds while the roadway funds were overdrawn.
Staff requested a $51,700 transfer from the approved roadway resurfacing fund in the CIP to cover the roadway portion of the change order. Committee members heard the explanation and approved the transfer and the change order unanimously.
Staff said the project proceeds with the amendment and that the contractor will continue under the revised scope.
