Commission awards streetcar track replacement contract to Goldman Railroad Builders; work to start immediately

The Kenosha Transit Commission on Sept. 15 approved a contract award to Goldman Railroad Builders Inc., Menomonee Falls, for Project 02550 to replace deteriorated streetcar track in Kenosha.
Administration described the project as replacing streetcar track that staff said is in poor condition and needs prompt repair. Staff told commissioners the budget increased by about $50,000 from the original projection and that the work will be paid from the city’s Harbor Fund. The transit director said the contractor is ready to begin work as soon as the contract is signed and that the work is weather-dependent.
“We worked to amend the budget cost because the budget did go up to more than $50,000 from the original projection,” the transit director said. The director said the full contract amount will be covered from the Harbor Fund and that the city is not contributing other funds.
Staff described the planned work as requiring a short closure and detour coordinated with the Wisconsin Department of Transportation because it will affect a state highway. The director said the plan is to complete the work in about a week and to run the trolley on a detour route while the closure is in place.
Commissioners moved and seconded approval of the contract; the commission voted aye to award the contract. The meeting record refers to the work location in two ways: the agenda item lists “Project 02550 Sixth Street in Sharon Road, streetcar track replacement,” and during staff remarks the director referred to replacing the Sheridan Road streetcar track. The contract award names Goldman Railroad Builders Inc., Menomonee Falls, Wisconsin, as the contractor.
Staff said work will start after contract signing and that detour and closure details will be managed with DOT and the contractor. No firm start date was set at the meeting.
