Committee shifts $50,000 in CIP to create Uptown facade grant program

The Kenosha Finance Committee on Sept. 15 approved an amendment to the City of Kenosha’s 2023 Capital Improvement Program to move $50,000 from a general acquisition line (RA-95-001) and create a new RA-23-001 Uptown facade grant program with $50,000 in funding.
Tim Casey, director of city development, said the funds will seed a façade grant program targeted at the Uptown area, with grants of up to $10,000 that require a business match. The program will be scored on criteria intended to prioritize work with the most visible neighborhood impact, and an applicant who leases space may apply if the building owner participates in the application.
Casey said the city will coordinate the program with a potential application to the Wisconsin Economic Development Corporation for an additional $50,000; the RA-23-001 funds will be managed while that grant application proceeds. The amendment passed on a unanimous committee vote.
Committee members asked whether owners with multiple buildings could apply; staff said owners may apply for multiple properties and funding will be distributed on a first-come, first-served basis subject to the scoring matrix. The committee approved the CIP change and directed staff to proceed with program setup and outreach to Uptown businesses.
