Commission approves early design and monument relocation for new THP headquarters

The State Building Commission on Sept. 11 approved a revision in project scope and the early design phase for a new Tennessee Highway Patrol (THP) headquarters presented by the Department of General Services.
Interim General Services Commissioner Jeff Holmes introduced the item; designer Chuck Miller described a four-story, approximately 100,000-square-foot office building arranged around a central core with visitor and staff entrances, a two-story lobby, and a command center on the top floor for THP leadership. Miller said the site plan includes about 700 parking spaces and space for future expansion adjacent to the training academy campus; he said the project is in budget and on schedule.
At presentation the commission modified the requested action to explicitly add relocation of a monument to the project scope. A commission member made a motion to modify the requested action to include the monument relocation; the commission voted unanimously to approve the revision in scope and early design phase. Roll call showed Speaker Sexton, Treasurer Lillard, Commissioner Bryson and Comptroller Mumpower voting aye.
Miller told the commission the building is designed with sustainable materials, brick accents, metal panels and high-performance glazing; he said construction is currently looking to start in December 2025 or January 2026. The approval at the meeting covered only the revision in scope and early design phase; no construction contract award or final budget appropriation was recorded at the meeting.
