Castle Rock council approves multiple resolutions, boosts community grant fund

The council took votes in a single meeting session on several items that had been discussed at prior meetings or that staff presented on Sept. 16. All recorded roll-call votes on the items listed below were unanimous.

Selected awards: Heroes Hall Foundation ($1,000), Maine Mission ($1,000), Parkinson's Association of the Rockies ($1,000), Douglas Land Conservancy ($500) and Castle View Ballers Club ($500). Motion to add funds was moved by Council Member Dietz and seconded; motion to award funds to listed organizations was moved and seconded by council members; both actions passed unanimously. Outcome: additional funding added; awards approved.
- Joint resolution supporting Gold Crown Foundation field house at Dawson Trails (joint resolution 2025-111). The council approved a joint resolution acknowledging the county's proposed financial participation in the Gold Crown Foundation's planned 65,000-square-foot field house near Dawson Trails. Bill Hanslik and Tara (Gold Crown) and other proponents described fundraising progress and regional benefits. Outcome: approved.
- Approval of Alexander Way Metropolitan District service plan (resolution 2025-112). Staff reported the plan conforms with the town's model service plan and model IGA terms (including mill levy limits and required 5-mill regional levy). The council approved the service plan, enabling the developer to form the district under the specified limits. Outcome: approved.
- Lost Canyon Ranch open-space master plan and management plan (resolution 2025-113). Council approved the town's master and management plan for the 681-acre property the town acquired. The plan preserves the property's conservation values while allowing limited, designed public access. Outcome: approved.
- Contract authorization for trail construction at Lost Canyon (resolution 2025-114). Council authorized a sole-source contract with Timberline Trail Craft LLC for construction of the initial trails and associated trailhead and parking work. The contract authorization included the contract sum plus a contingency. Outcome: approved.
