Manteca approves nearly $1 million purchase of new breathing apparatus for fire department

The Manteca City Council on Sept. 16 authorized the purchase of new Scott self-contained breathing apparatus (SCBA) for the fire department for a total of $999,190.97, using a cooperative purchasing contract and Measure Q funds.
Deputy Chief Jeff Dennis told council the department’s existing SCBA inventory is approximately 12 model years old and that National Fire Protection Association (NFPA) standards have changed in that time. Dennis said newer SCBA units improve communications and permit GPS-style tracking for firefighter accountability; they also meet updated pass-alert and low-air notification standards.
Dennis said the bottles are refilled by an on-site compressor and the SCBA gear enables firefighters to breathe independently in hazardous environments such as structure fires, confined-space rescues and hazardous-material incidents. He said the city would purchase the equipment through the Houston-Galveston Area Council (HGAC) cooperative purchasing program using contract EE1124, as cited in the staff report.
Councilmember Morwitt said the purchase fulfills promises to use Measure Q for public-safety improvements. The council voted 3-0 to approve the purchase and authorize the city manager’s designee to complete procurement steps.
The staff report lists the vendor as All Star Fire Equipment and the purchase price as $999,190.97; the purchase will replace equipment nearing end-of-life and is intended to raise firefighter safety and scene accountability.
