Manteca names Rhianna Daniel interim city attorney through March 2026

Director of Human Resources Stephanie (last name not stated) summarized the closed-session process that led to the appointment after the city attorney position became vacant in July 2025. Under the agreement, Daniel’s base salary will be $203,401 per year, with a $500 monthly car allowance, a $120 monthly cell phone stipend, and other benefits under the Executive Management Compensation Benefits Plan. HR staff told council the city attorney position had already been allocated and budgeted in the current fiscal year, so no additional appropriation was required.
Councilmembers welcomed Daniel. Councilmember Breitenbucher said she was excited and that the city’s attorney’s office would not "miss a beat." Councilmember Morwitt moved adoption of the resolution; the motion passed 3-0.
The council also approved an updated executive management salary matrix tied to the employment agreement. The interim appointment will place the city attorney functions with an in-house attorney already employed by the City of Manteca, the HR director said.
