Commission hears update on derelict vessel task force implementation; local administrative rules drafted for EPB review

Shannon McGillis, office of general counsel, told the Jacksonville Waterways Commission on Sept. 10 that rules to implement local administrative review of derelict vessels have been drafted and will be presented to the Environmental Protection Board Water Committee for rule-making.
McGillis said part of the recently passed local legislation (referenced in the meeting as chapter 388) created a collateral administrative review process for vessels declared derelict or at risk, permitting a local administrative pathway instead of the state process. She said rule drafting for the Environmental Protection Board is complete and the rules will enter the rule-making process and be presented to the EPB Water Committee in the coming weeks.
Commissioner Mike Barker reported the enabling legislation had been adopted previously and that implementation steps and interagency introductions (including JSO and other partners) are now the priority to operationalize the task force’s work. Barker said he had asked McGillis for introductions to move implementation forward.
McGillis and other staff will coordinate next steps, including working with JSO and drafting local procedures consistent with the new local administrative review process. No vote was taken; the work represents implementation of previously approved legislation and next steps for operational rollout.
