Parks staff outlines October timeline for FIND grant subcommittee and 2026 project recommendations

Brian Burkett of the Parks Department updated the Jacksonville Waterways Commission on Sept. 10 about the Florida Inland Navigation District (FIND) grant process and the subcommittee timeline for preparing 2026 project recommendations.
Burkett said staff expects notice of awards for projects applied for in the spring of 2025 in the coming weeks; once the award list is known, staff will produce a preliminary recommendation for projects to pursue in the 2026 cycle. He said the subcommittee — led in past years by Commissioner Barker — will meet as needed in late October, with a tentative target date discussed for Oct. 22 between 2 and 4 p.m.
Burkett explained that two projects under design need refined cost estimates before the subcommittee finalizes recommendations because a cap on allowable grant amounts will affect the number of projects the city can seek funding for. He expected cost estimates from engineers by Oct. 15 and said staff can circulate placeholder project names and alternative lists ahead of the subcommittee meeting.
The timeline Burkett described calls for the commission to approve a recommended list that then must be adopted by City Council before the city can submit its FIND application, which is due in March 2026. Commissioners asked staff to circulate materials at least a week before the subcommittee meeting to enable review.
No formal vote was taken on the update; next steps are staff providing refined cost estimates and distributing materials to commissioners.
