TJPA board votes to combine two Caltrain-area track packages; keeps CMGC delivery and IPDT partnership

SAN FRANCISCO — The Transbay Joint Powers Authority voted on Sept. 11 to recombine two previously separated contract packages for the Downtown Rail Extension, approving a single, combined contract for yard and tunnel track-and-systems work to be delivered under a one-step construction-manager/general-contractor (CMGC) approach.

Alfonso Rodriguez, the portal project director, told the board that refined design work and closer coordination with Caltrain and project partners over the last two years supported recombining the yard-preparation package (55YB) with the tunnel track-and-systems package (50TS). "Through IPDT, TJPA remains the delivery agency, but the project is delivered through the IPDT partnership construct," Rodriguez said, referring to the Integrated Project Delivery Team that includes Caltrain and other regional partners.

The board approved a staff recommendation to combine the two packages and to use a one-step CMGC procurement method after a risk assessment concluded the combined delivery reduces coordination complexity and operational risk for the electrified corridor. Director Indercheck said the decision "narrows built-in complexity" and commended the IPDT structure for enabling the recommendation. Chair G and other directors also emphasized the importance of preserving system integrity now that Caltrain electrified service is in operation.

Motion and vote: The motion to approve combining contracts 50TS and 55YB was moved by Director Chang and seconded by Director Kirschbaum. Roll-call votes recorded: Andrzejak — aye; Chang — aye; Galli — aye; Kirschbaum — aye; Lavery — aye; Chair G — aye. The motion passed unanimously.

Why it matters: Staff said the combined package will keep design and construction staging coordinated with Caltrain operations, overhead catenary systems and signaling in an electrified environment. Rodriguez noted that contractor availability for sequential-excavation tunneling remains a top concern; the procurement approach and IPDT oversight are intended to manage that risk.

Next steps: Staff will issue procurement documents for the combined package under the CMGC one-step approach and continue coordination with Caltrain and the project’s IPDT members. The board will consider award recommendations in future meetings when the procurement concludes.

The vote was one of several approvals taken that day; the board also approved two contract-amendment extensions for legal and engineering support and a consent calendar of routine items.
