Kaiser labor talks, Blue Shield behavioral health move and UCHealth agreement reported

Representatives for contracted plans briefed the Health Service Board on Sept. 11 about labor negotiations and provider network changes affecting SFHSS members.
Denise Rodriguez of Kaiser Permanente said Kaiser is negotiating with the Alliance of Healthcare Unions representing roughly 61,000 employees and that some unions plan strike‑authorization votes. The national agreement expires Sept. 30; Rodriguez said hospitals and medical centers would remain open if labor actions occur but appointments may be canceled or rescheduled and members would be notified.
Liz Canopy, strategic account executive with Blue Shield of California, told the board that, pending final approval by the California Department of Managed Health Care (DMHC), Blue Shield Behavioral Health will administer behavioral health benefits for SFHSS members effective Jan. 1, 2026. Members currently receiving behavioral health and ABA care through Magellan will be notified and will be eligible for up to 12 months of continuity of care while they transition to Blue Shield’s behavioral health network, Blue Shield said in the presentation.
Blue Shield also confirmed a new multiyear agreement with UCHealth that preserves in‑network access to UCHealth physicians and facilities for SFHSS members; contract terms were described as confidential.
Why it matters: union activity at Kaiser could affect appointment scheduling for members; the change in behavioral health administration and the UCHealth agreement affect provider networks and continuity of care for SFHSS members.
Board members had no follow‑up votes on these reports; staff and plan representatives will continue member notifications and transition planning where needed.
