Brawley council accepts FAA grant to rehabilitate airport access road

The project, included in the airportfive-year capital improvement program as project number 2025-32 and referred to in the staff report as the Ken Bemis Road access project, is estimated to cost $341,250. The FAA will fund 95% of the work, up to about $325,000, with the city covering the remaining $16,250. Staff told the council the FAA requires execution of the grant agreement by Sept. 12, and that the city learned of the award on Sept. 3, prompting the special meeting to meet the deadline.
City Manager (name not specified) summarized the project and recommended adoption of the resolution, telling the council, “staff at this time does recommend adoption of resolution number 2025-39, accepting the FAA grant and authorizing me, the city manager, to execute all required documents.” Ana Gutierrez, public works analyst, was made available for questions.
Planned work includes micro milling and an asphalt leveling course, an asphalt rubber aggregate membrane, a hot-mix asphalt top layer, adjustment of water valve cans and new concrete collars, and new striping. Staff said the project is already budgeted in fiscal year 2025-26.
A council member asked whether the period of performance covered four years; staff clarified the airport program is managed on a multi-year (five-year AIP) basis and that projects are placed on a list the FAA programs for funding. No public comments were offered during the meeting.
Councilman John Grass moved to accept the grant and adopt the resolution; Councilmember Perry Moneta seconded. The council approved the motion by voice vote with no recorded opposition or abstentions. The staff recommendation and the resolution language were entered into the record as the basis for the action.
With no further business, the mayor adjourned the special meeting and reminded those present of an upcoming senior grandparentsday event.
