Marathon Petroleum replat (2025 PLT 052) continued after commissioner recusal

The Indianapolis Plat Committee on Sept. 10 continued Marathon Petroleum Company LP’s subdivision petition (2025 PLT 052) for the replat of Lot 6 D of Asphalt Materials, dividing about 81.68 acres into two lots, after a committee member recused and the body no longer had the required votes to act.

Andrew Dawson, an engineer representing the petitioner, described the site and said the requested sidewalk installation would cover a short industrial frontage that leads to a fence on one side and a bridge on the other. “The heavy industrialized area and the short frontage of the sidewalk being put in…seems like it may not be a great use,” Dawson said.

Planning staff recommended denial of the sidewalk waiver, noting staff did not observe topographical changes or extreme practical difficulty on site that would justify a waiver under the ordinance. Staff also noted the city’s broader sidewalk and greenway planning (identified in the record as part of the city’s Vision 0 initiative and an early-stage greenway connector) as reasons to favor sidewalks even in industrial corridors.

During the hearing, Commissioner Herget (committee member) said he needed to recuse himself “out of an abundance of caution.” Because the committee lacks the full complement of members to reach the necessary vote count, the petition was rescheduled for the next meeting; staff recorded it as moved to the Oct. 8 Plat Committee meeting.

Committee staff said the petition and sidewalk-waiver request will be reheard at the rescheduled meeting.
