Marion County approves two nonprofits for 2025 tax-lien sale; two others conditionally cleared

Joseph O'Connor, president of the Marion County Commissioners, presiding, and the board on Sept. 16 approved nonprofit participation in the county’s 2025 tax-lien sale, granting full approval to Martindale-Brightwood CDC and Habitat for Humanity and conditional approval to Indianapolis Neighborhood Housing Partnership (INHP) and Flanner House of Indianapolis.
County staff member Ryan told commissioners that four nonprofits applied to participate in the 2025 nonprofit tax-lien sale: Martindale-Brightwood CDC, Flanner House of Indianapolis, Indianapolis Neighborhood Housing Partnership, and Habitat for Humanity. He said staff recommended full approval for Martindale-Brightwood CDC and Habitat for Humanity and conditional approval for INHP and Flanner House pending payment of outstanding property taxes.
Ryan said INHP had one parcel with unpaid spring taxes and that Flanner House had five parcels, three of which were already on the tax-lien sale list. "I spoke with Brett Lyle at Flanner House this afternoon, and he said that, we should actually receive payment on all 5 parcels by the end of this week," Ryan told the commissioners. Ryan said the condition set by staff requires the outstanding taxes be paid by Oct. 1; if the condition is not met, the organization’s registration will not be approved and it will not be allowed to bid.
Barbara Lawrence, Marion County treasurer and commissioner, moved to approve Martindale-Brightwood CDC and Habitat for Humanity and to conditionally approve INHP and Flanner House of Indianapolis. Joseph O'Connor seconded the motion; the board voted in favor and the motion carried.
Ryan also said Westside CDC had withdrawn its application after staff spoke with Beverly Mukes Gaither and learned Westside's interests overlapped with other nonprofits, and Westside elected not to complete its application for 2025.
The board earlier approved the minutes from the Aug. 19, 2025 meeting by motion and voice vote. Ryan told commissioners he would provide an update on the outcome of the nonprofit tax sale at the Oct. 21, 2025 meeting in Room 260 of the City-County Building.
