Tippen spoke briefly and thanked his family, city staff and the council. He disputed recent public allegations directed at him, called the meeting a celebration and described his pride in the executive team he leaves in place. Several council members and community leaders thanked Tippen for his steady leadership and noted his role in recruiting investment and expanding air service at Redding Regional Airport.
Council moved to adopt the resolution and took a voice vote before photographs and a brief reception.
The ceremony included public comments from residents who both criticized and defended Tippen’s tenure. Speakers raised concerns about homelessness and public safety, while others credited Tippen with stabilizing the city’s finances and completing major infrastructure projects.
