Commission ratifies Hawks Reserve (Tuscaloosa Phase 3) assessment roll with no change to rates

The Winter Springs City Commission approved, as presented, the annual non‑ad valorem assessment roll for Tuscaloosa Phase 3 (Hawks Reserve) on Sept. 9, with no change to the district’s existing rates.
Finance staff explained that the Hawks Reserve assessment district was established in 2013, that its capital assessment carries outstanding indebtedness, and that the maintenance assessment brings in only modest annual revenue. City staff said the entry landscaping is minimal and that the small assessment receipts are being used to prioritize necessary wall and entrance repairs.
Deputy Mayor Kade Resnick made the motion to approve item 500 as presented; Commissioner Victoria Bruce seconded. The motion passed after a roll call vote. Commissioner Paul Diaz voted no; the remaining commissioners voted yes.
Staff said the district’s capital assessment remains unchanged because it reflects the outstanding internal loan and that the city will continue to coordinate prioritization of maintenance work and return to the commission with estimates and a schedule as required.
