WINTER SPRINGS, Fla. — In the same meeting that the Planning and Zoning Board recommended denial of the Wawa conditional use, members approved a separate site‑plan application to add 10 parking spaces and a revised entrance off Robert’s Family Lane to serve Winter Springs Marketplace.
John Rabens, senior planner and project manager, presented the parking application (FEDP‑2025‑0017), explaining the changes include 10 customer/employee parking spaces located near Aldi and a new entrance alignment from Robert’s Family Lane. Rabens recommended approval with conditions: execution of a development agreement, construction not to begin until the St. Johns River Water Management District stormwater permit is secured, and landscaping limited to Bahia grass (no St. Augustine or other low‑drought‑tolerance turf).
Ryan Stahl of Equinox Development, the developer, described the parking and access proposal as a product of prior outreach and collaboration with residents and engineers; he said the changes were intended to correct circulation issues in the marketplace and improve neighborhood ingress and egress. Lou Eddy, president of the Jessup’s Reserve Townhouse Association, told the board he supported the project and said the applicant had worked with residents to improve safety.
On a motion, the board approved FEDP‑2025‑0017 with the conditions stated by staff; the motion passed 4–1. Roll call recorded Chairperson Mah, Vice Chairperson Michael Franti, Board Member Rachel Hood and Board Member David Makan voting yes; Board Member Lula Hallal voted no. The approval includes the development agreement requirement and the St. Johns River Water Management District permit condition.
Staff and the applicant noted the two applications (the Wawa site plan and the parking/access plan) were filed together and that the applicant had requested the City Commission consider them jointly. The board’s action means the parking/access plan is recommended for approval while the Wawa conditional‑use/site plan was recommended for denial; both items will go to the City Commission for final decisions.
