Sprague resurfacing may be delayed as operators' strike affects paving availability, city says

Spokane Valley city staff told the council on Sept. 16 that resurfacing work on Sprague Avenue between Bowdish and McDonald may be delayed until spring because paving crews are not currently available.
City Manager (name withheld earlier in meeting) said the project schedule depends on the outcome of negotiations affecting paving operators. Staff said they had been contacted by businesses that reported unclear information about the project and that letters to business owners have been placed at the public counter. The city said it will notify businesses and council once the operator situation is resolved.
“We would not start a project unless we knew that we could finish it,” the manager said, explaining that a tentative agreement with paving operators is under consideration and must be ratified by membership before crews return to work.
Councilmembers asked for clearer timelines and better outreach to affected businesses; staff said Director Blagan and project contacts will provide updated schedules once labor issues are settled.
