Commission hears progress on complaint-filing modernization and begins review of ABC representation data

Commissioners received updates from a working group on two administrative priorities: modernizing the human-rights complaint filing process and reviewing representation across the city’s authorities, boards and commissions (ABCs).
Vice Chair France and staff told the commission that city legal and clerk staff have identified the ordinance language that currently directs complaint filings to the city clerk and that removing that reference could allow complaints to be directed to the city’s designated complaint-receiving position (named in discussion as Wakanda’s role). Commissioners said the primary technical and budget barriers are building a secure, consistent electronic intake system and identifying software and IT requirements. City staff agreed to include IT in planning conversations and to return with testable options.
On ABC representation, staff produced an anonymized spreadsheet covering roughly 290 ABC members with demographic fields (race/ethnicity, birth year, gender, employment, disability and veteran status, and council district). Commissioners discussed baseline questions — whether representation goals should match census composition, or focus on council-district parity — and noted that Districts 4 and 9 currently account for a high share of ABC members while some districts are underrepresented. Commissioners agreed to schedule a focused meeting to develop next steps and to request assistance from staff on appropriate comparison datasets.
The chair also reported a draft designated-fund agreement from the Tulsa Community Foundation to create a Human Rights Commission Event Fund; commissioners will receive the agreement and consider the item at a future meeting.
