Committee reviews budget cleanup transfers across sewer and stormwater funds

The Urban Economic Development Committee received a briefing Sept. 17 from finance staff on an ordinance to amend the city’s fiscal year 2025–26 budget and transfer unexpended appropriation balances among several sewer and stormwater capital subfunds.
“This budget action is primarily a cleanup situation,” said Jared, a finance staff member, describing transfers of $636,295.71 within the TMUA sewer capital project subfund, $1,927,013.62 within the 2022A sewer revenue bond subfund and $352,445.25 within the stormwater capital project subfund. Jared said the transfers sweep remaining balances from completed projects—examples cited included Joe Creek, LaFortune and Northside wastewater—into continuing concrete-replacement and sewer-rehab programs and into a citywide stormwater improvement project.
Jared said the sewer revenue bond sweep will move funds into a programmatic concrete-replacement project the utility funds annually. He also said certain projects required additional funding because of inflationary increases after they began. The stormwater sweep, he said, moves money toward a citywide improvement project intended for channel repair and related work.
Committee members did not record a final vote on the ordinance during the session; finance staff answered clarifying questions before the item will proceed through the council process. The transfer amounts and the described purposes were presented as part of the July/August fiscal-year-end cleanup and will be subject to the council’s formal action later in the ordinance process.
