The Satellite Beach City Council on Sept. 17 approved first readings of two ordinances to charge for development‑agreement work and to require site construction plans for non‑residential development.
Ordinance 12‑74 amends City Code Section 30‑558 to add language permitting the city to charge fees for development agreements. Ordinance 12‑75 would create City Code Section 33‑04 to require site construction plans and allow the city to charge review and inspection fees for site construction work that is currently not covered by existing building permit fees.
Staff described the change as a way to recover the city’s review and attorney costs when negotiating development agreements and to codify requirements and fees for site work (utilities, grading and other below‑grade work) on commercial or large‑scale parcels. Staff said the city’s development fees have not been comprehensively updated since February 2008 and that a fee resolution with specific amounts will be presented to council in two weeks.
Public response and council questions: Resident Mindy Gibson asked about the fee amount; staff said the ordinances add the legal authority to collect fees but that specific fees will be set in the forthcoming fee resolution. Staff noted the measures are not intended to apply to single‑family home projects.
Planning board history: Staff reported both items were reviewed at the Planning and Appeals Board (PAB) meeting earlier in the week and approved unanimously.
