On revenue, staff said paid charging was new and projected small revenue (one presenter estimated annual revenue in the “$30-something” range for the first year). Committee members debated pursuing Level 3 (fast) public-facing chargers to support economic development near highways and the Arts District. Staff said Level 3 infrastructure is expensive and requires substantial electrical upgrades; partnerships with private operators (for example, Electrify America) are typical for market-rate Level 3 stations.
Parking garages and on-street pay stations: staff reviewed a proposed maintenance program and a previously carried-forward expenditure of about $1.9 million for garage repairs in 2024. For 2026 staff projected about $275,000 for continuing garage maintenance and indicated construction work could occur in 2027; pay-station installation near the PEACE development and in the Arts District was postponed from 2025 to 2026 pending construction timing.
