Miramar approves $214,430 amendment for design of new Midtown community youth and multipurpose center

The City Commission on Sept. 3, 2025, approved Amendment No. 2 to the architecture and design contract for a new community youth and multipurpose center in the Midtown/Midtown Miramar area, authorizing an additional $214,430 for design and consulting services and bringing the project’s total design fees to $975,915.
The amendment funds design work for a 12,000-square-foot facility that will include a covered regulation-size basketball court with bleachers, a covered fitness/“outdoor gym” area, a shaded playground with poured-in-place surfacing, an expanded covered entry and drop-off canopy, and additional stormwater management features. Staff said the amendment is needed because the original approved design (about 5,000 square feet) was expanded following subsequent direction; Amendment No. 1 previously increased the facility to 12,000 square feet.
Project background and cost: The original design contract awarded in November 2022 was $454,585. Amendment No. 1 (approved January 2024) increased the scope and cost by $316,900 when the building grew from about 6,000 to 12,000 square feet. Amendment No. 2 adds $214,430, bringing the design total to $975,915. Staff said construction-phase budget estimates for the building are currently between $8 million and $10 million; the amendment before the commission covered design services only.
Location and accessibility: Staff showed a site plan placing the facility near 30th Seventh Avenue and Pembroke Road, adjacent to the existing park (referred to in the meeting as Sarno/Zano Park) and near the city water tower. Commissioners asked for clarity about the covered fitness court and basketball facility; staff said the design work approved tonight will define and include the covers.
Accessibility request: Commissioner Scheherazade asked that at least one accessible swing for a child in a wheelchair be included in the playground plans. Staff confirmed the playground area will be redesigned as part of this contract and noted playground equipment procurement typically goes through Parks and Recreation; they said the design includes the replacement of the existing playground and will accommodate accessible features.
Vote and next steps: The commission voted unanimously to approve Amendment No. 2. Staff recommended and the commission approved the additional design fee; staff said they will complete the detailed design and return for construction procurement when plans and estimates are final.
