Hooksett council sends $22.32 million recommended budget to budget committee after votes on department budgets

The Hooksett Town Council voted to forward a town-recommended operating budget of $22,324,411 to the town's budget committee for further review and deliberation.

Councilors earlier reviewed and voted on several department budgets during the meeting, including town clerk, cemetery commission, conservation commission, library, assessing, police, finance and debt-service lines. After those line-item votes, the council moved the recommended town budget to the budget committee. The $22.32 million figure represents a 2.2% increase over the current year and is about 1.6% over the computed default budget, the administration said.

Finance staff said projected revenues for the recommended budget were about $140,227 higher than the current budget, driven chiefly by higher interest income and motor-vehicle registration receipts. Debt service lines were largely unchanged: the safety-center and fire-truck note principal remained level and the TIF-district note principal also remained the same, while interest obligations declined modestly as loans age.

Councilors debated how to present warrant articles to voters and discussed consolidating capital-reserve and vehicle warrant items to reduce ballot complexity. The administration said it will return to the council with grouped-warrant proposals and that staff will explore public outreach options, including asking voters through an informational newsletter or 101 forum how they prefer competing warrant-article formats.

A roll-call vote moved the council's recommended budget to the budget committee.
