Jonesboro — The Metropolitan Area Planning Commission on Sept. 9 approved the preliminary plat for Southern Oaks Subdivision Phase 2 and asked the applicant to refine plans for a traffic‑calming measure on Southern Frontier Drive.
Sam Doss of Fisher Arnold, representing the developer, told the commission the plan revises a previously platted two‑lot arrangement and highlighted a long stretch of roadway where the developer intends to add a traffic calming device. “The long stretch of road, it's about 658 foot from center of knuckle to center of knuckle. There is, plans to have a traffic calming device, somewhere on Southern Frontier Drive close to the intersection of the cul de sac,” Doss said, and said the developer will resubmit revised plans showing either a raised intersection or curb neck‑down.
City planning staff told commissioners the preliminary plat meets the requirements of the subdivision ordinance and recommended approval. Commissioners discussed whether the commission should add conditions tying preliminary approval to a specific calming design; staff said the detailed calming treatment would appear on the final plat submission and construction plans.
A commissioner moved to accept the preliminary plans; a second was recorded and the commission approved the preliminary subdivision by electronic vote. The record shows the motion passed; individual affirmative votes were recorded via the electronic process but the transcript does not include a full roll‑call tally.
The developer indicated possible calming options include narrowing the back‑of‑curb distance from 30 feet to 27 feet or creating a raised intersection. Staff said the calming detail is expected on the final plat submission before construction begins.
The commission also noted an earlier agenda item, PP25‑08, had been withdrawn prior to the meeting and therefore received no action.
At the meeting’s close, planning staff introduced two new planning staff members—Charity (planner) and Anik (senior planner)—and noted Anik will assume BZA and land bank responsibilities.
