Carson City approves abandonment of future Lompa Ranch right-of-way over maintenance concerns

Heather Manzo, associate planner, told the board the applicant, CC Nevada LLC (Glenn Powells, applicant), requested abandonment of the parcel alignment shown in the staff packet and that public works had evaluated the change in alignment to move Des Toya south to tie to Bud I Way and avoid routing through a residential street. Manzo said the Planning Commission recommended approval and that five conditions accompany the approval, including a requirement that the offer of dedication for the new alignment be recorded before the abandonment can be recorded.
The matter drew public comment from Lucia Maloney, a Carson City resident, who urged the board to avoid increasing the city’s unfunded maintenance liability by taking on additional public roads. “If we can't maintain what we have, why are we continuing to add more unfunded maintenance liability?” Maloney said, and proposed exploring deed covenants that would keep roads public while requiring property owners to fund scheduled maintenance.
Supervisor White said he could not make the required findings in the Planning Commission packet, arguing the abandonment would “further exacerbate the problem that we're experiencing with maintaining roads.” Supervisor Horton moved to approve the abandonment “as presented.” The motion passed with Supervisors Geomey, Horton, Sheedy and Mayor Lori Bagwell voting yes and Supervisor White voting no.
The board and staff emphasized the administrative condition that the city will not record the abandonment until the new dedication is recorded, ensuring the street alignment identified in the city’s transportation plan remains in place. No amendments to the five conditions were made during the board action.
The approval resolves this specific parcel’s alignment within the Lompa Ranch North area but leaves broader questions about maintenance funding for local streets to future policy discussion.
