Residents and advocates press council for tenant control, transparency on Gilpin Court redevelopment

A string of public‑comment speakers at the Land Use, Housing and Transportation Standing Committee meeting urged city officials to support Gilpin Informed residents and to insist that any redevelopment and relocation plans for Gilpin Court be led by residents and centered on tenant protections.

Omar El Gaddafi, senior organizer at the Legal Aid Justice Center, said Richmond Housing Authority (RHA) staff executed a development agreement for Gilpin Court without sufficient oversight from the council or RHA board and said the city attorney had since advised the authority of the law. Gaddafi and other speakers called for stronger checks and balances and for council and the mayor to sustain advocacy for resident‑centered redevelopment.

Mikaela Ross, a housing attorney at Legal Aid Justice Center, told the committee that, given rising rents across the city, public housing remains a primary affordable option for many families and that redevelopment often creates displacement risk unless residents lead relocation planning. Other commenters — including Portnoy Evans Johnson, Sylvia Davidson and Gilpin residents — urged protections against privatization of public land, called for steering committees with resident participation, and asked for clear timelines and transparent communications from the Richmond Housing Authority and city officials.

Legal Aid and tenant advocates said they will continue to press for resident leadership, relocation guarantees and transparency in the redevelopment process. Committee members did not take formal action on Gilpin Court during the meeting; those comments were delivered during the public comment period preceding the docketed items.
