Skagit County commissioners approve consent agenda; CDBG closeout resolution and Skagit Regional Health agreement pass with recusals

Skagit County Commissioners approved the consent agenda and a series of miscellaneous items Sept. 15, including a Community Development Block Grant (CDBG) public service contract closeout resolution and a personal services agreement with Skagit Regional Health. The Board noted two recusals on those miscellaneous items: Commissioner Janicki recused herself from the CDBG closeout because she serves on the Community Action Board, and Commissioner Browning recused himself from the Skagit Regional Health agreement because of his hospital board affiliation.
At the beginning of the meeting commissioners and staff highlighted several consent agenda items. Commissioners noted Public Works will purchase a new road grader under a cooperative purchasing agreement (consent agenda item 22). The Board also discussed appointments and funding agreements included in the consent items, such as an appointment of Skip Ritchie as the fire responder agency representative to the Emergency Medical Services and Trauma Care Council advisory board and a funding agreement with North Sound Accountable Communities of Health for dental care for people on Apple Health or without insurance.
Commissioner Janicki asked whether there were any updates to the published consent agenda; staff reported none. Commissioner Janicki voiced concern that the personal services agreement with Skagit Regional Health (consent item 24) be handled after Commissioner Browning could participate and the Board agreed to pull the item to miscellaneous.
A motion to approve the consent agenda (items 1–23 and 25–27) was moved, seconded and passed. The Board then considered miscellaneous item 1, a resolution approving the CDBG public service contract closeout report and designating County Administrator Bridal Logue as an authorized representative to certify the contract closeout report. Commissioner Janicki recused from consideration of that item; the Board moved and seconded approval and the motion passed.
Later the Board took up the pulled agreement with Skagit Regional Health as miscellaneous item 2. Commissioner Browning announced he would recuse himself from that matter. The Board moved and seconded approval of the personal services agreement with Skagit Regional Health and the motion passed.
Commissioners offered brief comments during the consent discussion. Commissioner Browning emphasized the role of the EMS and hospital representatives on the advisory council and praised funding for oral health access. Commissioners also highlighted a multi‑year effort to support the Concrete Bike Park and Silo Park as an economic development project in the town of Concrete.
Ending: With the consent items and miscellaneous matters completed and recusals recorded, the Board adjourned to convene a public hearing at 1:30 p.m. on the HOME‑ARP amendment.
