Ashwaubenon board approves study and intermunicipal coordination on Packerland Trail maintenance

The Village of Ashwaubenon Park and Recreation Board voted Sept. 16 to direct staff to collect information and pursue an agreement with the Village of Hobart on maintenance and potential resurfacing of the Packerland Trail, a multi-jurisdictional trail with portions in Ashwaubenon and Hobart.

Rex, park staff, presented an aerial map showing that northern and southern sections of the trail run through Ashwaubenon while the middle portion lies in Hobart. He identified problem areas including a sinking section near a manhole north of where Skyline crosses the trail and multiple utility patches that have settled. Rex said, “there's a fairly good sinking area there that's around a, a manhole cover...that is, I believe, the village of Hobart.”

Board members and staff discussed responsibilities under intergovernmental agreements. One board member recalled county involvement in construction but staff noted that routine maintenance of trail segments and related components is typically the responsibility of the local municipality under county agreements. Staff also noted faded slip-resistant metal pieces at crossings and several tripping hazards where patches or damaged curb-adjacent areas need repair.

The board approved a motion to continue gathering information, coordinate with Hobart on identifying the worst spots and explore contracting or joint procurement for repairs or resurfacing. Staff cautioned certain areas may be less suitable for immediate investment if near parcels likely to be redeveloped; board members suggested timing repairs to avoid wasted work. The motion passed by voice vote and staff will return with options and potential cost estimates.
