The Portland City Council unanimously approved the consent calendar and a set of orders at its Sept. 15 meeting, welcoming two new local business licenses and advancing a pedestrian crossing project.
On the consent calendar the council approved municipal officer review and approvals for two license applications: Argentina Brewing Company for a Class 3 and 4 food service establishment at 82 Hanover Street, and Schnitzer Northeast LLC for a scrap metal recycling license at 568 Riverside Street. The consent calendar passed by unanimous hand vote.
The council also approved Order 46-25-26, an agreement between the Maine Department of Transportation and the city regarding pedestrian crossing improvements on West Commercial Street. Mike Murray, director (present at the meeting), said the current action funds the engineering portion (phase 3) of the project; construction funding will return to council for later approval. The council voted unanimously to accept the agreement.
Mary Davis, Housing and Community Development division director, presented the Consolidated Annual Performance and Evaluation Report (CAPER) required by the U.S. Department of Housing and Urban Development. Davis described the CAPER as an annual template-based accounting of units and services delivered under the CDBG, HOME and Emergency Solutions Grant programs; the report will be filed with HUD by the end of the month. Councilors asked staff to provide the last 10 years of CAPER reports to support trend analysis.
The clerk read several additional orders for the record, including acceptance and appropriation of a $118,184 Health and Wellness grant from the Maine Department of Public Safety for the Portland Police and Fire Departments (Order 48-25-26), approval of a collective bargaining agreement between the city and Labor and Trades (Order 49-25-26), acceptance of a $22,500 donation from the estate of Veil Adams to the Portland Fire Department (Order 50-25-26), and acceptance of a $400 donation from Ariane Tapp to the Portland Fire Department (Order 51-25-26). These items were entered on the agenda and are reflected in the meeting record; the consent calendar vote carried them forward as appropriate.
The council closed the meeting after approving the listed orders and proclamations.
