Bonner County approves Lippert Excavation snow‑removal contract for juvenile detention center parking

The Bonner County Board of Commissioners approved a winter snow removal contract with Lippert Excavation and Pipeline to maintain the Bonner County Juvenile Detention Center parking area for the 2026 season.
Teddy Loveton, director of public works and facilities, presented the contract and said he had auditing, risk and legal approval. He told the board he contacted other providers and could not find a vendor able to guarantee the same level of service. The contract is similar to last year’s agreement; pricing increased minimally for several equipment-hour rates.
Loveton identified the budget line for the contract as account 03410-8680. The memo and attachments included line-item rates: pickup-with-plow rental, skid-steer rental, and dump-truck rental each increased by $10 per hour; the price per pound for granular deicer remained unchanged. Sanding and de-icing services remain available upon request.
Commissioners asked whether the contract contains liability protections for parking stops, striping or asphalt damage; Loveton said the current contract language includes a standard no-liability clause and that no prior damage has been reported. He did reserve the right to revisit that clause if needed in the future.
The board approved the contract by roll call.
