Board presses Gulfview developer for financial-feasibility documentation on PDD application

Grand Island Town Board members pressed Gulfview Properties representatives for documentation showing the financial viability of the developer and/or landowner as part of a Planned Development District (PDD) application. Board members said the packet the developer submitted "did not discuss actual numbers" and asked for additional materials that would satisfy the town's PDD requirements.
A board member said the PDD language requires showing financial feasibility but that the town does not have a single dispositive standard. "It could be financing; it could be depends upon the specifics of the project," a town official identified in the record as Peter said. Peter added the town can accept documentation in a way that does not require full public disclosure of confidential information but must give the board "a template of comfort" about the applicant's ability to complete the project.
Developer representatives said submitted materials had been distributed both electronically and physically, but at least one board member said the board's review would have been easier had the documents arrived earlier. Board members discussed whether to treat part of the matter in executive session for legal advice and agreed to follow up: staff will confer with legal counsel and attempt to clarify what documentation would meet the town's PDD criteria, and the developer agreed to provide additional materials to the board.
The board did not take a formal vote on the Gulfview PDD application at the workshop. A board member suggested staff will connect the developer with town officials after the meeting to outline acceptable documentation and next steps.
