The Pahrump Regional Planning Commission took several formal actions during its Sept. 10 meeting. Items with final action or recommendations included:
- Approval of minutes: The commission approved minutes from the Aug. 13, 2025 meeting.
- AB 25-3 (abandonment / vacation of public utility easement): The commission approved an application to vacate portions of public utility easement over specified assessor parcels in the Mountain Falls planning area (related to the upcoming final map for Mountain Falls planning area). Staff reported that affected utilities and service providers — including Great Basin Water Company, Valley Electric and AT&T — were sent the abandonment notice and that AT&T provided updated concurrence in the meeting’s added backup. The item was final action by the PRPC unless appealed to the Board of County Commissioners.
- ZCMP 25-8 (specific plan to allow Manse Ranch Subdivision): The commission recommended approval to the Board of County Commissioners for a specific plan designation to allow the Manse Ranch Subdivision; the BOCC is scheduled to consider final action on Oct. 21, 2025.
- Acceptance of late/additional backup: On at least two items the commission voted to accept additional backup materials into the record during the meeting (for example, an AT&T memo related to AB 25-3 and applicant support letters for CU 25-22).
Notes: Several items that the commission heard were recommendations to the Board of County Commissioners (BOCC) and therefore are not final approvals; the BOCC retains final decision authority on many zone changes, development agreements and specific-plan requests. Items that require additional approvals — including development agreements, tentative and final maps, water-company annexation and state water allocations — remain subject to later staff review and agency sign-offs.
