County adopts tentative millage rates and budgets, including general fund and several special funds

The Indian River County Board of County Commissioners adopted tentative millage rates and tentative budgets for fiscal year 2025-26 at a preliminary hearing on Sept. 10, 2025. The board voted unanimously on the advertised tentative millage rates and budgets and on a set of non ad valorem assessments; staff said the figures will be finalized and readvertised before the final budget hearing on Sept. 25.
Key tentative rates and budgets the board approved for advertisement included: - General fund tentative millage and budget: the board proceeded with the previously advertised general fund millage (advertised by county staff as 3.5475 mill) and a proposed general fund budget in the roughly $156.9 million range (county staff presented $156,981,193 to $156,982,168 in different lodgements during the hearing); the board approved the tentative millage and the tentative general fund budget for advertisement. - Municipal Service Taxing Unit (MSTU): proposed millage 1.1506 (6.09% above the rollback rate) and a tentative budget of $56,348,983; adopted for advertisement. - Transportation fund: proposed budget $27,075,755; adopted for advertisement. - Emergency Services District: proposed millage 2.3531 (6.25% above the rollback rate) and proposed budget $73,585,471; adopted for advertisement. - Land acquisition debt service (2024 bonds): proposed millage 0.061 and proposed budget $1,843,432; adopted for advertisement. - Aggregate proposed millage (all combined) announced as 6.1158 (6.47% above the rollback rate) for advertising purposes.
The board also approved multiple special-district budgets and non ad valorem assessments, including the solid waste budget and its universal curbside assessment, and a set of street-lighting district rates. The board adopted the solid waste tentative budget of $42,047,435 and approved placing the universal curbside collection assessment on property tax bills as proposed; commissioners noted substantial public comment and directed staff to continue outreach and to work with affected mobile-home and HOA properties to explore dumpster billing options where appropriate.
Votes were unanimous where recorded. County staff cautioned that tentatively approved numbers are the amounts that will be advertised on TRIM notices; final adoption will occur at the Sept. 25 final budget hearing, when the board can make additional adjustments after staff returns with contract reconciliations or other amendments.
Ending: County staff reminded residents that the TRIM notices and advertising deadlines require the commission to adopt tentative millages this week; a final public hearing is set for Sept. 25, 2025, when the board will adopt final millage rates and budgets.
