Howard County officials presented Council Bill 65 during the Sept. 16 legislative public hearing, the county’s annual ordinance authorizing issuance and sale of consolidated public improvement bonds and Metropolitan District bonds for capital projects.
Administration staff said the resolution authorizes issuance of up to $150,000,000 in consolidated public improvement bonds and up to $50,000,000 in Metropolitan District bonds to finance capital projects previously authorized in the county's capital program. Staff said final sale terms would be set by executive order based on market conditions and that the bonds are expected to be sold in March 2026.
