Administration backs two‑year collective bargaining agreement with AFSCME Local 3080; cost estimates provided

The administration presented Council Bill 61 during the Sept. 16 legislative public hearing and urged the council to approve a two‑year negotiated collective bargaining agreement with American Federation of State, County and Municipal Employees (AFSCME) Local 3080 (Council 3, AFL‑CIO).
Jamar Harry, deputy chief administrative officer, told the council the agreement covers the period July 1, 2025 through June 30, 2027 and includes a 3% step increase between certain steps effective July 1, 2025, and 2% across‑the‑board cost‑of‑living adjustments effective Jan. 1, 2026 and Jan. 1, 2027. The negotiated package also includes changes to union orientation for new hires, shift differential adjustments for revised work hours, revised language pay premiums, and the ability to convert overtime hours to compensatory leave.
Harry and human resources staff noted the fiscal impact on the county general fund is approximately $123,000 for FY 2026 and approximately $224,000 for FY 2027. Human Resources Administrator Anchue Bennett was available to answer questions and confirmed the administration’s presentation.
No public comment raised objections at the hearing; the administration said it supported the negotiated agreement and stood ready to answer council questions.
