Board approves transfer of Honey & Karaoke license to Wings Go LLC in Ellicott City

The Howard County Alcohol Beverage Hearing Board on Sept. 9 approved the transfer of a Class B beer, wine and liquor seven-day on/off-sale license for Honey and Karaoke, a 2,808-square-foot restaurant at 10045 Baltimore National Pike in Ellicott City, to Wings Go LLC, owned by Min Chung Kim and her daughter Lydia Soarer Park.
Counsel Martin Johnson said the current owner, James Kim, and his wife have remained on site to transition operations to the buyers under a management agreement. The proposed licensees, Min Chung Kim (also referred to as Connie) and Lydia Park, testified they have been training with the sellers for several months and described the business as a multi-room karaoke venue that offers food (Korean fried chicken, spicy rice cakes, ramen) and has regular customers from the region.
Min Chung Kim said she has 13 years of alcohol-management experience and that the business has operated without violations since February 2022. Park described operational safeguards including posted ID requirements, camera monitoring of rooms, windows between hallways and rooms for observation, and locked storage for bottled alcohol. The applicants said an alcohol-certified person will be present whenever the venue is open.
Board members praised the transition plan and the sellers’ extended involvement in training the new operators. The board approved the transfer by motion and roll call; Kim and Park waived their rights of appeal and were excused.
