Howard County board approves resident-agent change for 103 Wine & Spirits in Elkridge

The Howard County Alcohol Beverage Hearing Board on Sept. 9 approved a change of resident agent for Ayushi LLC, trading as 103 Wine & Spirits, a 1,900-square-foot package store at 6110 Meadowridge Center Drive, Elkridge.

Martin Johnson, an alcohol consultant with Maryland Liquor License Services, told the board that the majority member Jayshree Patel intends to resign as the resident agent and that her husband, Amit Kumar Patel, will become the resident licensee alongside Terrence H. Sweeney. Johnson said the change best fits the family’s business plans and that Mr. Sweeney will remain a company member in part to satisfy the state requirement that at least one license holder be a U.S. citizen; Johnson said Amit Kumar Patel is a lawful permanent resident.

Amit Kumar Patel said he and his wife have helped manage the store since it opened in 2014 and that the family has operated the business without alcohol violations since 2014. He described working 60–70 hours weekly, living about 15 minutes from the store, and maintaining required records and training; Patel said he is alcohol-certified through 2029 and that employees are alcohol-certified when required.

Board members characterized the petition as straightforward, noting the business’s compliance history and the transition plan. The board approved the change by motion and roll call. The applicants waived further procedural rights and were excused.
