The Howard County Alcohol Beverage Hearing Board on Sept. 9 approved an extension of premises to allow alcohol service on an outdoor patio at Masuego LLC trading as Celia’s Cuban Kitchen, a 2,284-square-foot restaurant at 6420 Freetown Road, Unit 165, Columbia.
Counsel for the petitioner, Ms. Carter, told the board the patio is 227 square feet and seats 16; staff will escort patrons to and from the patio, and a server will be dedicated to patio service whenever alcohol is served outdoors. The petitioner said the patio is enclosed with planters and that the business will use plastic cups for outdoor service; the applicant indicated branded plastic cups are planned.
Owner and resident licensee James Richard II testified that alcohol has helped sales since the business obtained an indoor license and that patio service will allow customers to both dine and drink outside. He confirmed the patio is small, that staff will control service and that the restaurant previously opened without alcohol and has seen steady improvement in business.
Board members who had visited the site described it as consistent with neighboring businesses that have outdoor service and expressed support for the addition. The board approved the extension by motion and roll call; petitioners waived additional procedural rights and the applicants were excused.
