Howard County board approves resident-agent change for Buffalo Wild Wings in Columbia

The Howard County Alcohol Beverage Hearing Board on Sept. 9 approved a change of resident agent on a Class B beer, wine and liquor seven-day on-sale license for BWW Lex Park LLC, trading as Buffalo Wild Wings, at 6191 Columbia Crossing Circle in Columbia.
Petitioners sought to replace former resident licensee Susan Jarbo with Cassie Apple, a district manager for Buffalo Wild Wings. Attorney for the petitioner, Ms. Carter, said Apple is a Maryland resident and registered voter and that the company prefers resident licensees who are company employees.
Apple testified she supervises seven units, visits the Columbia location two to three times a month and communicates regularly with on-site management. She said front-of-house staff complete advanced alcohol training (ServSafe or equivalent) within 48 hours of hire and that Buffalo Wild Wings provides retraining every three years. The company also uses quarterly “bar shops” or mystery-shopper reviews, Apple said.
Manager Michael Olney told the board he began with Buffalo Wild Wings in February 2008 and has been at the Columbia location since January; he said the unit has roughly 35 employees, about 27 in front-of-house roles, and that managers conduct daily shift huddles and one-on-one coaching on service and alcohol-safety policies.
During questioning, Apple disclosed a prior misdemeanor conviction for second-degree assault in February 2008; she said she had not believed it required disclosure on the application because it was not a felony.
Board members said the change appeared to be an administrative substitution and noted the location’s lack of recent violations since corporate assumed operations. By roll call the board approved the petition; the motion recorded that the license will list Cassie Apple, Travis Dunn and Dennis Arthur Kennedy as resident licensees for the 7,716-square-foot restaurant with an 861-square-foot patio at the Columbia address.
The petitioners waived any additional procedural rights and were excused at the conclusion of the hearing.
