Dane County committee approves Mendota Park change order, landfill easements and stormwater agreements

On Sept. 9, the Dane County Public Works and Transportation Committee approved several routine construction and property actions, including a change order to enlarge a boat ramp at Mendota Park, permanent limited easements to the City of Madison for future landfill infrastructure, and recorded stormwater maintenance agreements related to the county's new landfill site and the Public Safety Communications building site.

The committee approved a change order for the Mendota Lake boat ramp portion of the Mendota Park redevelopment. County staff (Steve) said the contractor, Speedway Sand and Gravel, will receive $17,434.40 to increase the ramp width from 12 feet to 24 feet after staff determined the ramp needed to be wider to match existing conditions; staff described the discrepancy as a drafting error in the project documents. The change was described as paying for the size that is actually needed rather than for an avoidable cost.

Committee members approved two permanent limited easements in favor of the City of Madison related to the county's planned landfill development on the eastern portion of the Yahara Hills Golf Course. County staff (John) said the easements are for stormwater infrastructure (including ponds and outfalls) and for landfill monitoring facilities and access. The easement consideration on the record was $1; the actual construction costs will be determined when bids are received, John said.

The committee also approved two related items that county staff described as maintenance and inspection agreements to be recorded with the City of Madison for stormwater measures at the Public Safety Communications building site and adjacent property. Staff said these recordation items cover storm sewer pipes and structures, structure sumps, a bioretention basin on the facility site, and grass swales and a wet basin on adjacent property.

During the meeting staff reported seven change orders under $10,000 across multiple projects. Notable items in that report included additional minor work on the Mendota Park project (a $6,140 change order for 40 linear feet of infiltration trench and a $4,285 change order for four concrete approach slabs), concrete and electrical work on the Capitol Square South Parking Ramp, a $9,377.88 change order at Badger Prairie Park to remove and replace two deteriorated wood columns on a restroom overhang, and small repairs at the Dane County Regional Airport parking structure totaling $2,302. All actions described above were approved by voice vote during the committee meeting. The easements and stormwater agreements are tied to the planned landfill development at Yahara Hills Golf Course and will be followed by construction bids and further contract actions when required.
