- Rescission of vacuum-truck cooperative agreement (agenda item 20-25-0812): Watershed Management staff asked the committee to rescind DeKalbs participation in Cobb County contract 24-6825 for vacuum truck services because the awarded vendor (AllSouth Environmental Services LLC) was acquired and the successor vendor chose not to honor piggyback terms. Director Reginald Wells said the department will secure services through other contracting vehicles or in-house capacity and will return with procurement options.
- Small-diameter sewer cleaning (agenda item 2020-5573): The committee approved low-bid awards on a three-year contract for small-diameter sewer cleaning to Atakapa Services LLC, International Design Services Global Inc., and The Renee Group Inc., with a total not-to-exceed amount of $21,013,200. Staff said the agenda requested 50% of the contract amount now because of prior spending patterns and multi-year scope; staff confirmed vendors had been vetted and that a prior principal linked to controversy was removed from the firm in question.
Items framed as routine received limited discussion. For the printing renewal, county staff said there was nothing further to add beyond the agenda summary. For the radio equipment payment, staff clarified the item constituted the final year payment and ratification of earlier installments. For the lubricants award, Director Lemke said the contract covers vehicle and specialized equipment oils for Watershed Management and Fleet Management.
All items on the consent-style portion of the agenda were approved by voice vote.
Separately, the committee held a discussion on countywide operational and performance assessments conducted by Malden & Jenkins and described plans to review departmental assessments and align committee-level recommendations with administration responses across 2025 and 2026. The proposed DeKalb County Environmental Justice and Sustainability resident advisory group resolution was held in committee for future consideration.
