DeKalb Operations Committee advances 2026 legislative priorities, names rental registry, annexation reforms among top items

John Manson, a central staff senior analyst, briefed the County Operations Committee on an updated draft of DeKalb County’s 2026 legislative agenda and the results of a re‑ranking poll of commissioners’ priorities.
“...this document includes all of the top 10 priorities based on the methodology that were reviewed at the last meeting,” Manson said, summarizing how staff compiled roughly 64 initial policy suggestions into the top 10 priorities and additional support statements.
The staff summary and poll results identified these top priorities: regulatory authority to determine ownership of vacant and rental property (often described as a “rental registry”); annexation and new city reforms; tenant protections; and NextGen 911 funding. Staff recommended the board treat those top four as the policy priorities for the year, keep the remaining six items as policy objectives, and list 22 other statements as support items. Manson said the poll received participation from the full governing authority.
Why it matters: The packet defines DeKalb’s requests and messaging for state legislators and will be transmitted to the county’s delegation if the board adopts it. Commissioners discussed how the county will present the agenda to state legislators and asked that the presiding officer remain the liaison to the CEO’s office for coordinating subsequent meetings with the delegation.
Board action: The committee voted to forward the packet as presented so staff can prepare a formal agenda item to bring to the full board and share the priorities with the DeKalb delegation (motion moved, seconded and approved by voice vote).
Next steps: Staff will draft the comprehensive agenda document, coordinate with the CEO’s office on a legislative dinner/lunch and transmit the finalized materials to the DeKalb delegation in the House and Senate.
